Because the internet has been deemed the World Wide Web by the FCC, the same slow internet is applied to every household and corporation. Many cable companies (such as Comcast and Version) are strongly interested in a two cable system; the customer would have a choice of the commoner internet (at a lower price), or a much faster internet geared toward higher paying clients. This creates a social rift throughout the internet community (which is largely seen as a neutral place, excluding toltarian states).
